As part of its mission, Business Mauritius aims to build and reinforce the country’s social capital through business. Our core objectives include the creation of a paradigm shift in employer-employee relations to enhance competitiveness, attractiveness, and business models. We also strive to offer relevant professional support services, re-engineer corporate culture and human capital development, and strengthen industrial relations.
Social Capital Commission
The Social Capital Commission at Business Mauritius brings together business leaders to focus on achieving these priorities through the following objectives:
- Re-engineering corporate culture- The Commission promotes a mutual understanding of the roles of enterprises and the workforce in the social and economic development of business, built around a system of shared values.
- Reworking human capital development - The Commission aims to continuously improve cross-functional processes within human resources management, offering members platforms for exchange and benchmarking of best HR practices.
- Reinforcing industrial relations - The Commission advocates for conducive business and labour legislations, and promotes fair working practices amongst members through the setting up of an observatory and the benchmarking of labour practices.

Diversity, Equity, and Inclusion (DEI) Subcommittee
Works with businesses to address workplace inequalities linked to gender, sexual orientation, and other differences. It promotes inclusive policies that ensure equal opportunities for all, while fostering cultures of dignity, respect, and fairness in both workplaces and society.
Future of Work, Employee Engagement & Talent Retention Subcommittee
Explores how technological change and shifting workforce expectations are reshaping the world of work. The Subcommittee reviews emerging trends, labour laws, and engagement strategies to help businesses adapt, strengthen employee satisfaction, and build effective frameworks for retaining talent in a fast-evolving environment
Employability & Talent Attraction Subcommittee
Focuses on strengthening Mauritius’ talent pipeline by addressing employability gaps, attracting both local and foreign talent, and promoting craftsmanship and vocational skills. The Subcommittee engages with education, industry, and government stakeholders to align efforts, propose policy reforms, and foster conditions that support skill development and long-term talent growth.
The Social Capital Team
Responsible for executing the strategic objectives set out by the Social Capital Commission, the Social Capital Team at Business Mauritius seeks to develop strategic tools and guidelines to empower businesses in reinforcing their social capital resources and strategies. Relying on a multi-pronged approach to foster a business environment optimised towards re-engineering the development of human capital, the team provides workplace support services and year-long training to SMEs and conglomerates alike. Committed to continuously improving HR processes, it helps workforces and employers to better understand their roles and responsibilities in navigating a revamped corporate culture.

Through the Social Capital Team, Business Mauritius provides year-round training and development programs to help businesses stay competitive and support employee growth. Each year, our training programs reach approximately 1,000 employees on average. Information sessions are also regularly organised, covering topics such as the Finance Act, the Heavy Rainfall protocol for private enterprises and HRDC reimbursements, amongst others.
Development of Toolkits, Guidelines and Resources for HR
We develop essential HR materials and resources to support businesses in building strong workplaces. These include tools like the Code of People Practices (COPP) and the Work-Life Toolkit, which are available in the Toolkits & Guidelines section.
Youth Employment and Employability
We prioritise youth employment and employability through initiatives like the STAZ platform, which connects students with on-the-job experiences, while our Youth Empowerment and Skills Development Programme equips young individuals with the skills and confidence needed for success in the workforce.
Inclusive Employment
Business Mauritius advances gender equality and tackles workplace GBV while fostering safer, more inclusive work environments. Our Social Capital Team combines research, advocacy, and practical tools to support employers, builds NGO capacity through training, and runs flagship programmes like Office and IT Skills Development for Persons with Disabilities—enhancing employability, confidence, and inclusion across the labour market.
